Construction of Court Building consisting of 04 Nos at Moro invited through E-BID on EPADS under Single Stage Two Envelope procedure in accordance with SPPRA E-Procurement requirements. PEC Category C-3 or above required. Offer rate basis with completion period of 24 months. Tender fee Rs.3000 and bid security 5 percent of bid amount in shape of Call Deposit Pay Order or Demand Draft from scheduled bank in favor of Superintending Engineer Judicial Works PM&IU Works and Services Department. Last date for receipt of application and issuance of tenders for first attempt is 21-05-2026 and second attempt in case of unresponded tender is 25-05-2026. Tender submission at 10:30 AM and opening at 11:00 AM on 21-05-2026 for first attempt and 09-06-2026 for second attempt. Tender documents can be downloaded from official SPPRA website. Tender shall be submitted on EPADS and also physically in sealed envelope to the office of Superintending Engineer Judicial Works PM&IU Works and Services Department Bungalow No C-77 Ground Floor Block-2 Clifton Karachi. Bid validity period is 90 days. Mandatory affidavits required regarding non-blacklisting authenticity of documents non involvement in corrupt fraudulent or collusive practices and litigation history. Eligibility requirements include valid PEC registration in specialization codes CE-09 CE-10 EE01 EE02 and EE07; registration with Income Tax Sales Tax and Sindh Revenue Board with three month returns; valid NTN certificate; income tax returns for last five years; active taxpayer status; completion of three projects of equivalent cost or above under consultant supervision; experience of one Energy Efficient Building project; pictorial details of completed projects attested by Executive Engineer; annual turnover of at least Rs.310 million for last five financial years with audit reports matched with FBR; engineering and technical staff details with attested CVs; at least one similar work having minimum cost 80 percent of estimated cost or two similar works each having minimum cost 50 percent of estimated cost; list of machinery and equipment with ownership rental or lease evidence; bank statements for last three years; and proof of 10 percent tender bidding amount in bank. Each page of bid document and firm profile must be paginated signed and stamped by bidder. Procurement authority reserves the right to reject any or all bids under SPPRA Rules 2010 amended up to date.
