Bidders must be manufacturers, importers, authorized distributors or service providers registered with relevant authorities including income tax, sales tax, FBR and Khyber Pakhtunkhwa Revenue Authority where applicable. Procurement follows Single Stage Two Envelopes and Single Stage One Envelope bidding methods under KPPRA Rules. Bids shall be submitted electronically through E-PADS on Delivered Duty Paid (DDP) basis in Pakistani Rupees with mandatory lowest bid certificate, complete lot-wise quotations, separate bid security for each lot where applicable, scanned PDF bidding documents, uploaded financial bid with scanned CDR bid security and original CDR submitted separately. Bid securities range from Rs. 200,000 to Rs. 2,000,000 depending on the procurement item. Technical and financial bids will be opened at 11:30 AM on the same day after bid submission. A pre-bid meeting for procurement items 1 to 9 will be held on 11-08-2026 at 11:00 AM.
