Repairing and renovation of the Minister Office at Irrigation Secretariat, Old Anarkali, Lahore, under an item-rate civil works contract for the period from 1st July 2026 to 31st December 2026. The estimated cost is Rs. 15.620 million and earnest money or bid security is Rs. 781,002 at 5% of the estimated cost, with a completion period of 60 days. Bidding shall be conducted through the Single Stage-One Envelope procedure under the Punjab e-Procurement System. Eligible engineering firms and contractors must be licensed by the Pakistan Engineering Council with CE-04 specialization and registered with PPRA. Bidders must provide valid PEC registration for 2026-27 in the specified category and discipline, professional tax payment receipts, CNIC, enlistment or renewal fee documents and Punjab Revenue Authority registration for 2026-2027. Bid security must be deposited digitally through the Punjab e-Procurement System linked with BOP in favour of the Executive Engineer, Lahore Division CBDC, Lahore. Bidders must quote item-wise rates against every BOQ entry instead of percentage and completely fill the financial bid; incomplete financial bids shall be declared non-responsive. Responsive bidders rates will be retrieved and announced by the Tender Opening Committee in the presence of bidders or authorized representatives. The lowest evaluated bidder must furnish a performance guarantee of 10% of the contract amount valid for three months beyond the completion or extended completion period. Bidders must satisfy themselves regarding site location, conditions, accessibility and prevailing circumstances and successful bidders must mobilize immediately after issuance of the acceptance letter. The successful bidder must execute the agreement within 15 days of the acceptance letter, provide a time-bound execution or activity schedule and comply with the approved construction schedule. The work shall be executed according to approved drawings and PWD specifications for materials and works. Field quality tests shall be arranged by the successful bidder at its own expense, including the cost of testing materials where required. Payment shall be based on actual work done subject to availability of funds and required clearance. Conditional and incomplete bids shall be non-responsive. The procuring agency may reject all bids under PPRA Rule 35. Disputes shall be referred to the Grievance Redressal Committee whose decision shall be final and binding.
