Framework contract for procurement of items and services on purchase and rental basis for peaceful conduct of Muharram-ul-Haram, Ramzan Package, Christmas and New Year celebrations, General and Local Government Elections, VVIP movements and visits, Flood Relief Operations, Contingency Budget and miscellaneous or unforeseen events during financial year 2026-27. Procurement will be made as and when required within the revenue limits of the district. Registered and reputed firms with valid NTN GST and PST are invited to submit technical and financial proposals through Punjab e-Procurement using Open Competitive Bidding under the Single Stage Two Envelope procedure and least cost method. The estimated cost is Rs.50.00 million and earnest money is 2%, stated as Rs.1.00 million, to be submitted through CDR and online PSID, with scanned CDR required with the electronic bid and financial instrument required in hard copy in addition to uploading. Rates for rented services shall be offered per day, per item or service for complete events, while purchase and service rates shall be offered item-wise. Vendors must provide complete event arrangements and install items and provide round-the-clock technicians, supervisors and labour where required. Samples must be shown to the technical evaluation committee before opening of technical bids. CCTV cameras and related equipment must be installed, monitored and verified through Digital Video Record or Network Video Record, with recordings retained and produced when required. The procuring agency may increase or decrease quantities, cancel or withdraw the contract for non-compliance or substandard supplies, and reject all bids under Rule 35. Rates shall remain applicable throughout financial year 2026-27.
