Consultancy services including master planning infrastructure design detailed estimation and resident supervision for campus development project consultants must be PEC registered and prequalified with planning and development board bids to be submitted through EPADS using QCBS method with technical and financial proposals earnest money of 3 percent required in form of pay order or demand draft proposals will be opened in technical and financial stages procurement governed under Punjab Procurement Rules 2014 Pro Tip Ensure compliance with QCBS requirements and submission of complete documentation including earnest money to qualify
